What BidLayer is
The pre-bid coverage system of record.
BidLayer connects every requirement in the plans, specifications, addenda, and quotes to its treatment in the estimate, so contractors can prove the bid is covered before it goes out. The output is a readiness record with signoff: what was checked, what was not, and the risks the company chose to accept.
Honest silence is never a pass
A review states what was checked and what was not. Areas outside a review are named, never silently passed.
Software finds the issue. People make the decision.
Humans appear as decision-makers. An authorized reviewer approves the bid and accepts the risk, not the software.
