What BidLayer is
The pre-bid coverage system of record.
BidLayer connects every requirement in the plans, specifications, addenda, and quotes to its treatment in the estimate — so contractors can prove the bid is covered before it goes out. The output is a readiness record with signoff: what was checked, what was not, and the risks the company chose to accept.
Honest silence is never a pass
A review states what was checked and what was not. Areas outside a review are named, never silently passed.
